The transition from a normal Patrol car to one that is armored is a very delicate transition. The officer must be comfortable in the car, with his ability to drive the vehicle and clearly see traffic at pursuits speeds. This requires glass that has a neutral perspective, and allows you to see traffic uneffected.
Many glass manufactures meet the standards ballistically, however optically the glass is not uniform. A standard of vision has been set to assure that visually the glass does not magnify objects and the driver feels comfortable in the judgement of traffic and safe driving the vehicle.

This is important for two reasons, first the prism effect destroys the image and duplicates headlights at night, the layers expand at different rates and create lamination issues in a very short time. Lamination issues destroy a windshield and blocks your vision.
